This position serves as the Senior Field Contracting Officer and Department Head for the Aviation Training Center. Under the supervision of the Shore Infrastructure Logistics Center (SILC) Chief of the Contracting Office (COCO), the individual will be primarily responsible for procurement and administration of contracts actions for services, goods, transportation, lodging, messing/galley services, and general contracting needs of supported Coast Guard units under the Simplified Acquisition Threshold. Additionally, the individual will provide similar contracting and procurement support to the ATC Mobile organizational elements and staff and any outlying detachments. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Serving as a contract specialist responsible for all aspects of the contracting transactions from initiation to recommendation of award to procure items or services. Analyzing and evaluating price/cost proposals for new procurements, changes, follow-on procurements, and price re-determination, etc. Determining the sources to be solicited. Monitoring contract performance and negotiation of necessary contract modifications. Reviewing contractor performance through site visits, correspondence, and via telephone conversations for completion of applicable contract terms and agreements. Directing the activities of subordinate staff as well as providing technical supervision to procurement staff in other divisions. Making final decisions on termination for convenience or default. Basic Requirements:
A 4-year course of study leading to a Bachelor's degree with a major in any fieldORAt least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization management.IN ADDITION to the above requirements, applicants must possess one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes:
Negotiating, administering and terminating complex projects; Solicits bids/proposals/quotes for prospective contractors; performs cost/price analysis;OR at least one of the following if using education to qualify at this grade level:
(A) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR.(B) Ph.D. or equivalent doctoral degree; OR(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
