As a Federal Security Director (FSD) for the Transportation Security Administration (TSA), you will provide day-to-day direction for Federal airport security staff and operations while enhancing the experience of the traveling public. Your duties will also include:
Organizing and implementing crisis and incident management response plans and preparing the Federal Security Crisis Management Response Plan. Providing oversight and management of passenger, baggage and air cargo security programs while also providing optimal communication to the workforce to ensure they have the information needed to effectively make decisions regarding passenger security. Developing and maintaining a collaborative environment within TSA and with TSA stakeholders to effectively manage security operations. Supporting security evolution and ensuring the deployment, management and oversight of people, processes and technology to improve security operations as well as having responsibility for business management functions including human resources, finance and procurement. Supervisory Managerial Responsibilities include:
strategic planning, communicating the organization's vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. This position requires Financial Disclosure. SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENT:
Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. FSD positions are not permanent positions; the max length of a duty assignment is generally two consecutive tours of duty. The initial tour is 36 months, with agency approval a second tour up to 24 months. During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests. Using this information, and in consideration with future leadership vacancies, you will be transitioned into another role based on your skills and the agency leadership needs at the termination of your initial assignment. The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations. As a member of TSA's Leadership Cadre, you may be subject to frequent changes in posts of duty and positions. Upon appointment you will be required to sign a Mobility Agreement To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities and/or competencies to successfully perform the duties of the position which involve providing day-to-day oversight of a Federal airport and other modes of transportation security operations and staff. Specialized experience is defined as:
Managing programs related to corporate security, aviation security, force protection, law enforcement, and other equivalent security/law enforcement programs; AND Directing staff, activities, functioning within established staff levels and budget, and providing leadership to a diverse workforce Candidates will also be rated and ranked based on their possession of the Professional/Technical Qualifications listed below. Qualifications:
Experience effectively managing, leading, and communicating with a large, diverse workforce (e.g., setting performance expectations and providing performance feedback, guiding individuals to achieve organizational goals), while anticipating and taking steps to resolve and prevent conflicts and/or other counterproductive confrontations. Experience improving mission effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements. Experience analyzing and evaluating transportation security operations in a complex and constantly changing environment, as well as experience processing and generating techniques to guide behavior, assess surroundings, and identify potential risk. Experience effectively managing, leading, and communicating with a large, diverse workforce (e.g., setting performance expectations and providing performance feedback, guiding individuals to achieve organizational goals). Experience managing organizational resources (e.g., budgets, equipment, information), identifying operational and management efficiencies that support the allocation of limited resources, monitoring and evaluating plans, focusing on results, and measuring attainment. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
